 Are you registered as an NGO in your country?

We registered as a Civil Association, not as an NGO.  The reasoning behind this was that most NGOs in Venezuela are seen as “opposition” organizations in political terms.  However, it is registered as a non-profit association.

The US dollar amount you are applying for:  US$ 11,000

Is this amount for the cost of the whole project or just a component? 

It is the approximate cost for one year of operations.

We expect this to grow substantially in the coming years, as IILG (Instituto Internacional de Liderazgo Global) attracts more and more students.

Describe the problem, issue or concern you propose to deal with and how this grant will be used in addressing this issue or concern.

Up to this date (July 2008) the Spanish Division of the International Institute for Global Leadership has depended completely on the International division based in the United States.  In the Board of Directors meeting held in 2007 it was agreed that this division would become financially independent from the international division.

In February, the Spanish division was registered in Venezuela as a legal entity.  In May we were able to register in the local tax entity.  We had been informed by our attorney that as a non-profit organization as we are registered we didn’t need but to present the registration documents and companies or persons would be able to deduct their contributions from their income tax reports. 

We learned a week ago that this is not the case.  When finding out about the legal forms and books we need to operate, we were informed that we need to present another legal document to confirm that we are a non-profit and then file for the non-profit status and exoneration from income tax as well as value added tax. 

Due to Venezuela’s policies and bureaucratic processes have been varying constantly, making the process slower than expected, and also because the time I can dedicate to IIGL is limited, we can assume that the local tax exoneration may be approved by the end of this year.

Currently, the Spanish division has 13 active students in the United States, Mexico, Colombia, Venezuela, Ecuador, Peru, and Chile.  Our goal is to reach potential heart-centered to be leaders in all of Latin America and other Spanish speaking countries. This task requires a financial platform that can support the institute’s vision of having leaders that can make a change in their communities and countries. 

We are sure that there is an immense potential in other Spanish speaking countries.

One of our major challenges, in financial terms is Venezuela’s policy on exchange control.  We have a internet purchase limit of US$ 400/year, and US$ 5,000 for traveling purposes.

We have been purchasing books for our students through my personal Venezuelan credit card in www.amazon.com, and was then reimbursed in the international division.  However, as you can see that a $400 limit is not enough to purchase books through Amazon.

A way to change this is by receiving donations deposited in a personal account in the  US or purchase locally in Venezuela and send through courier.  This is an expense option, books are more expensive in Venezuela, as well as courier mailing.

Part of the project also includes changing maintenance for our web page and controlling content personally and not depending on the service provider.

Our major interest is having the Spanish division grow to reach leaders to be in and have them realize that it is possible to change personally, and therefore also the communities they live in, finally the world they expect for themselves and their own.

This is our purpose.

Action Plan

July 2008:                   Ask CPU to take charge of all the tax issues, including legal.

                                  Work with the international

August 2008:               Open local bank account in Venezuela in the name of the association

                                   Prepare presentation to show potential sponsors

October 2008:              Prepare a list of potential sponsors

Once the non-profit status (tax) has been approved - make at least one contact a week for potential sponsors

Nov-Dec 2008:           Make at least one contact a week for potential sponsors

Jan 2009:                    financially independent

Evaluation

How will you evaluate the success of the project?  What is the evaluation criteria?

When we receive the resources for one year operation. US$ 11,000 for the first year, as well as the certainty that the resources will be available for future operations.
